I believe that was Stewie talking about the time they had a boarder or someone renting a room from them that was a nymphomaniac from Wisconsin or something like that. I'm sorry but it was not integral to the plot so I cannot find the episode. That was funny though the way she kept saying ';OH CR A P'; I'd like to find a clip of that myself.
